So what you want to do is open up your little photoshop app thingamabob.
Oh yes, how beautiful. Now now, what you want to do is find a video clip or movie/tv show on your computer. Whatever you please. You want to open it in photoshop by going File: Import > Video Frames To Layers...

So now this little box is going to pop up. This is where you're going to select the part of the video you want to make into a GIF. This is easier to do with shorter clips, as I have chosen. But it's still possible with longer clips such as full tv shows.
First you want to make sure the "Select Ranged Only" is selected, that way it doesn't render the entire clip. [unless you're going for that but the longer the clip, the more difficult it will be to make]
Now you're going to want to select the part you want to GIF using these beautiful arrows
You just clip and drag the little arrows to where you like. The left arrow will be where you want it to start, and the right one will be where you want it to end. Just keep positioning them until you're satisfied. The play button is to watch what you have selected. There is no need to be perfect when selecting, you can fix that later.
Also, I suggest trying not to make it too long. [it'll be a bitch if it's longer than 100 frames, if you wish to find out how go ahead and see if you want, i'm not putting myself through that. never again.(i probs will in the future though anyways)]

Now that Timeline is open, you are able to see each frame in the clip you selected. As you can see, my selection wasn't perfect, but I'll get to fixing that.
You basically just select all the frames [ctrl-click all the frames] you don't want and click the trash can to delete them. They will still be visible in the Layers, but that won't mess with your GIF.
I recommend to try to make it less than 70-50 frames. The shorter the better in my opinion. If it's too long, you're gonna have problems. [trust me]
You're now free to edit it as you choose. If you do add adjustments or text, make sure that that layer is at the very top of all the other ones or they will not show up on all of the frames.
Now, an important part is resizing it so that it will work properly. Or it will end up being a super huge file and then it most likely won't work on websites. An appropriate size usually is with a width of 500 or less.
To resize all of the frames, select all of the layers. Select: All Layers
Once you got that figured out, we want to go to Image: Image Size...
This pop-up should appear and here you can adjust the size. Remember, my advice is to keep the width at 500px or less. If you want to be the lil rebel you are and make it bigger, go ahead. But I can't guarantee that it's going to work properly.
Alrighty, now that you've got that figured out, you can be ready to save your gif. Woohoo!
File: Save For Web...
I know what you're thinking. "wtf happened to my beautiful quaility images?"
Well, I'm sorry to say that your GIF is most likely not going to be the best quality, especially if there were a lot of frames and/or lots of different colors. But you can still make it look good.
But first, is the second step of reducing the file size even more. This will increase your chances of your GIF working. My suggestion is setting the colors to 128. [sometimes i cheat&do 150 colors but whatever floats your boat]
Next, you can preview your GIF and if you're satisfied, you can click Save. If not, click cancel [
Give yourself a pat on the back and buy yourself something nice, you just made a GIF, you sweet thing.
Now you maybe know how to make a GIF. Unless you didn't understand my ways, then I just don't know, man..
